Enrique d'Oleire, originally from Mexico City and a San Diego resident since 1987, is a bilingual real estate professional with a diploma in international business from Coldwell Banker International University. As CEO of Garden of Eden, Inc. and Enrique d'Oleire Investment Group L.L.C., he specializes in cross-border property investments in San Diego and Tijuana. With established relationships with international banks and memberships in the San Diego and Tijuana Chambers of Commerce, he has built a robust international real estate network spanning 65 countries.

Raquel Fernandez brings a diverse background to her real estate career, prioritizing client interests through attentive listening and dependable service. Born in Spain with a computer programming degree and banking experience, she moved to the US in 1996, working in airline customer service before entering real estate in 2003. Her experiences include mortgage processing, condo conversion projects, and land development. After relocating to San Diego in 2011, she became a regional radio expert on real estate and achieved top agent status in 2018 for list price accuracy and sales speed. With over 17 years of experience, she joined a prestigious Coronado firm in 2019 as their only Spanish-speaking agent, bringing her expertise to luxury beachfront properties and vacation rentals.

District Attorney Summer Stephan is a national leader devoted to protecting children, seeking justice, and fighting exploitation. In 2018, she was elected the DA of San Diego County’s second-largest prosecutor's office and re-elected in 2022.

A career prosecutor, DA Stephan has tried over 100 major cases, pioneered the Sex Crimes and Human Trafficking Division, and expanded victim services as DA. Nationally she holds leadership roles focused on human trafficking, school safety, and innovative reforms. Among her numerous honors, in 2022 she was named one of the top 5 prosecutors in America for her integrity, community relations, and responsible innovations. With deep expertise and tireless advocacy, DA Stephan embodies ethical prosecution in service of justice.

Victor Barr has been an attorney for 32 years.  He began his legal career in general civil litigation here in San Diego in 1991. He joined the San Diego City Attorney’s Office as a prosecutor in 1999.  In 2006 he was hired as a Deputy District Attorney at the San Diego County District Attorney’s Office.  He performed a variety of assignments in that capacity. In 2013 he joined the Economic Crimes Division which includes several units including Complex Theft, Cyber Crime, Real Estate Fraud, Consumer Protection and Environmental Protection.  He served as the Assistant Chief of the Economic Crimes Division for several years before ascending to his current position as Chief of the Economic Crimes Division for the San Diego County District Attorney’s Office.

About the Speakers: Tommy Thornton was born and raised in Tifton, GA. Following high school, Tommy joined the U.S. Marines where he honorably served out his enlistment while actively seeking a college education in California. Upon getting out of the Marines, Tommy moved back to Georgia to be closer to his family and to start his first IT business, New Image Computers. “I felt the industry was in a reputational decline. Too much geek-speak, too many hidden fees, and a total lack of transparency. Customers put their faith in our services and that’s important to us.” In 2014, Tommy, accompanied by his wife, Rose, and his daughter, Juliana, returned back to San Diego, CA to restart their business as Automates, a technology-managed service provider. Tommy quickly grew his company and created a culture built around transparency and integrity. Tommy is a nationally recognized leader in the IT industry with a focus on delivering exceptional cybersecurity services and is currently featured on the cover of “MSP Success” magazine. This training is a must for anyone renting out residential property in Chula Vista. The law creates liability and is confusing.  

The Chula Vista Ordinance goes into effect on March 1st, 2023, and owners and property managers must be prepared.  Here is a link to the city's site.

About the Speaker: Tracey Merrell is the Managing Partner of Education for the law firm of Kimball, Tirey, and St. John. She began her career representing banks in post-foreclosure evictions throughout all 58 counties in California. As bank-owned foreclosures slowed down, she transitioned into evictions for management companies and individual owners. Tracey joined KTS as a trial attorney and has extensive experience in court, making hundreds of appearances a year since joining the firm. She is experienced in all aspects of litigation, from the development of case strategy, through discovery, depositions, motion practice, and trials including bench and jury. Tracey transitioned to the Education Department to further her goal of providing training and knowledge to both clients and staff.

Gov Hutchinson is Assistant General Counsel of the CALIFORNIA ASSOCIATION OF REALTORS® (C.A.R.). He has been with C.A.R. since 1985 and manages C.A.R.’s Member Legal Services Program in Los Angeles. Gov. Hutchinson advises REALTORS® through the “Hotline” on all aspects of real estate law and trains and supervises other “Hotline” attorneys.

Hutchinson has written for CALIFORNIA REAL ESTATE magazine, co-authored C.A.R.’s continuing education courses, and is a master instructor for the Education Division of C.A.R., with certification from the Department of Real Estate.
